Stramilano Half Marathon
Men’s and women’s half marathon – 21.097 km
Start 11.00 am Piazza Castello

With the approval of FIDAL (the Italian Athletics Federation) and the IAAF (the International Association of Athletics Federations), on Sunday 19 March 2017 the Atletica Stramilano Associazione Sportiva Dilettantistica (FIDAL code MI388) is organizing the Stramilano Half Marathon, a 21.097 km international road race in Milan.

PARTICIPATION REQUIREMENTS
The Stramilano Half Marathon is open to all athletes in the following categories:

1) Italian and foreign athletes who are members of clubs affiliated with FIDAL and compete in the “Juniors”, “Promising Talents” and “Seniors” categories (including the “Senior Masters” category).

2) Foreign athletes who are members of foreign federations affiliated with the IAAF and in possession of their registration document.
Foreign athletes from the EU who are authorized by their federations or with a self-certification that bears witness to their membership.
Foreign athletes not from the EU who are authorized by their federations, or with a self-certification that bears witness to their membership, and are in possession of an Italian “Permit to Stay” or an entry visa.

N.B. Athletes who are members of a foreign federation not affiliated with the IAAF and are not registered by their federation, club or assistant must sign a self-certification that bears witness to their membership.

3) Italian athletes and foreign athletes who are members of foreign federations affiliated with the FIDAL and only with a RUNCARD-EPS. Italian residents and foreign athletes who reside in Italy; are above the age of 20 (born in 1997); who are in possession of valid RUNCARD-EPS that has been released by FIDAL (info@runcard.com).

N.B. The RUNCARD-EPS membership is renewable. The expiry date is printed on the back of the RUNCARD-EPS. The athlete cannot complete if it is revealed that the RUNCARD-EPS has expired during the membership check on the day of the event, unless proof of the renewal having taken place online is produced. Their participation shall nevertheless be subject to the presentation of a sporting medical certificate for athletics that is valid in Italy. The original certificate must be shown to the event organisers. A copy of the medical certificate shall be kept in the event organisers’ documents of each race where the athlete in possession of a RUNCARD-EPS participates.
N.B. These athletes shall be regularly included in the race’s rankings, but won’t be able to receive refunds and bonuses or win prize money.

4) Athletes with an Italian Runcard and foreign athletes who reside in Italy. Italian residents and foreign athletes who reside in Italy; are above the age of 20 (born in 1997); who are in possession of valid Runcard that has been released by FIDAL (info@runcard.com).

N.B. The Runcard membership is renewable. The expiry date is printed on the back of the Runcard. The athlete cannot complete if it is revealed that the Runcard has expired during the membership check on the day of the event, unless proof of the renewal having taken place online is produced. Their participation shall nevertheless be subject to the presentation of a sporting medical certificate for athletics that is valid in Italy. The original certificate must be shown to the event organisers. A copy of the medical certificate shall be kept in the event organisers’ documents of each race where the athlete in possession of a Runcard participates.
N.B. These athletes shall be regularly included in the race’s rankings, but won’t be able to receive refunds and bonuses or win prize money.

5) Athletes with an Italian Runcard and foreign athletes who do not reside in Italy. Italian residents and foreign athletes who do not reside in Italy; are above the age of 20 (born in 1997); do not belong to a FIDAL-affiliated club or a foreign athletics club affiliated to IAAF or a club affiliated to a Sports Promotion Body (in athletics) can compete if they are in possession of valid Runcard that has been released by FIDAL (info@runcard.com).

N.B. The Runcard membership is renewable. The expiry date is printed on the back of the Runcard. The athlete cannot complete if it is revealed that the Runcard has expired during the membership check on the day of the event, unless proof of the renewal having taken place online is produced. Their participation shall nevertheless be subject to the presentation of a sporting medical certificate for athletics that is valid in Italy (they can present a medical certificate issued in their own country which conforms to the diagnostic tests required by Italian law to be able to take part in any sporting event). The original certificate must be shown to the event organisers. In accordance with Ministerial Decree 18/02/1982, every person who participates in sport competitions must undergo prior and regular fitness checks that are specific to each sport. Italian law requires that the participants undergo the following health checks:
– medical examination
– full urine test
– electrocardiogram before and after exercise
– Spirograph test

All the statements and results from the exams must be authentic and conform to the original. A copy of the medical certificate shall be kept in the event organisers’ documents of each race where the athlete in possession of a Runcard participates.
N.B. These athletes shall be regularly included in the race’s rankings, but won’t be able to receive refunds and bonuses or win prize money.

6) Italian and foreign athletes who are members of FISPES (the Italian Paralympic Sport Association) according to FIDAL/FISPES protocol.

IMPORTANT (valid for all kinds of participants):
– Athletes who are members of other federations (Triathlon for example) cannot participate.
– Athletes with RUNCARD Mountain & Trail cannot participate.
– Athletes who are members of Sports Promotion Bodies recognized by CONI (the Italian Olympic Association) but not approved by FIDAL cannot participate.
– Italian civilians enrolled on the Register of Italians Resident Abroad are considered as foreign residents.
– Certificates of athletic fitness checks with inscriptions such as: race running, running, jogging, marathon running, triathlon racing, half-marathon running, etc. are not valid for participation.
– Certificates of athletic fitness checks for other sports are not valid for participation.

CLUB REGISTRATION FEES
Clubs that are affiliated with FIDAL or a FIDAL-approved Sports Promotion Body in accordance with the race regulations can register their athletes in the designated registration area. For clubs affiliated with FIDAL-approved  Sports Promotion Bodies: this registration method is available only for athletes with valid RUNCARD-EPS. This registration method is only available to clubs that are registering a minimum of 8 athletes. The club registration area will be open from 10 October 2016.

All athletes who do not register online
: a signed, completed registration form.
Athletes who are members of FIDAL: a copy of their FIDAL membership renewal for 2017 (a provisional card can be downloaded from FIDAL’s website) .
Athletes who are members of IAAF-affiliated foreign athletics federations: a copy of their sports club membership card for 2017, authorisation from their federation and – for athletes from non-EU countries – a copy of their Italian “Permit to Stay” or entry visa.
Athletes with a Runcard or a FIDAL RUNCARD-EPS: a copy of a 2017 Runcard, a copy of a medical certificate for competitive athletics and – for athletes from non-EU countries – a copy of their Italian “Permit to Stay” or entry visa.

Important
The original copies of the documents required (such as club membership cards and Italian “Permits to Stay”) must either be presented when registering or when collecting the bibs.

Important registration information
The registration fee will not be refunded in any circumstances or for any reason. Until 10 March 2017, athletes who are unable to take part can choose to transfer their registration to another person. When registrations are transferred, new participants who are replacing other athletes must provide the documents required for their category. Athletes who do not collect their race packs by 10.30 am on 19 March 2017 will have their registrations cancelled and their packs will no longer be available.

Registration includes: a race bib, medical assistance, a race pack with an official t-shirt, technical assistance (refreshments and sponges), a timing chip, an official programme and information, as well as a commemorative medal and a participation certificate for athletes who complete the race (which can be downloaded in the two months after the event following the instructions hereinafter outlined).

Details of how to check your registration and print your confirmation letter will be published on the website www.stramilano.it.

BIB ASSIGNMENT
Athletes will be assigned bib numbers once they have completed the registration process (i.e. when payment has been made and membership documents have been sent or presented along with any other documents required). Bib numbers will be assigned automatically in sequential order, while the bib colours will establish each athlete’s position in the starting grid. The colours will be assigned at the discretion of the event organiser, which will take into account the times given in athletes’ registration forms and their finishing positions in the last two editions of the race. Athletes who leave the “Best Time” section of the registration form empty or incomplete will be assigned a bib for the last group. Bibs from the last group will also be assigned to anyone whose stated time is found to be incorrect.
Bibs are strictly personal and must be displayed in their entirety. Athletes must not give them to other people or tamper with them. Anyone who fails to comply with these requirements will be disqualified. Once a bib number has been assigned, it cannot be changed.
Registered athletes are responsible for taking possession and the safekeeping of their bibs, which give them the right to use all of the services described in the regulations and in subsequent notifications. In addition to being liable for any damage to themselves and other people or things, anyone who takes part in the race without officially registering and/or with a counterfeit bib may face criminal charges and sporting disciplinary measures from the relevant federation bodies. Any offences of this nature may only be verified by examination of photographic and/or video evidence.

COLLECTING BIBS AND RACE PACKS
From 16 to 18 March 2017, registered athletes can collect their race packs and bibs between 10.00 am and 8.00 pm at the Stramilano Centre near the cathedral in Milan.
It is also possible for athletes to delegate someone to collect their race packs and bibs.
Individuals: delegates must present a photocopy of the athlete’s passport/identity card, a letter of proxy and the original documents required by the regulations to go with any copies presented.
Clubs: club representatives who are delegated to collect bibs must present a letter of proxy from the club president and authorisation to collect the bibs. The letter of proxy must be accompanied by a photocopy of the president’s passport/identity card.

Important bib collection information
– Athletes who fail to present the original documents required will not be allowed to take part in the race.
– Athletes who register between 11 March and 15 March 2017 can only collect their race packs and bibs on Saturday 18 March 2017.
– Registered athletes who reside outside the Province of Milan and are unable to collect their race packs and bibs on the above-mentioned dates can collect them in the special area of the Athletes’ Village at the Arena Civica between 7.30 am and 9.30 am on Sunday 19 March 2017. To avoid any unfortunate misunderstandings, the actual place of residence of those collecting the bibs will be checked.

START
Time

The race is due to start at 11.00 am at Sforza Castle (Castello Sforzesco) in Milan. There may be slight variations to the time due to television coverage requirements. Disabled athletes will start at 10.55 am.

Starting sectors
1st starting sector: top athletes, with their names on their bibs
2nd sector (red): athletes with times of up to 1:19:59 and athletes with bibs assigned at the organizer’s discretion
3rd sector (blue): athletes with times from 1:20:00 to 1:29:59
4th sector (green): athletes with times from 1:30:00 to 1:39:59
5th sector (yellow): athletes with times from 1:40:00 to 1:49:59
6th sector (orange): athletes with times from 1:50:00 to 1:59:59
7th sector (white): athletes with times of 2:00:00 or more

FINISH
The finish line for the race is at the Arena Civica in Milan. After the finish, there will be an initial refreshments area serving drinks. Outside the “Pulvinare” side of the Arena Civica (where the royal box is located), there will be an Athletes’ Village with changing and bag storage tents and a refreshments area.

BAG STORAGE
A free bag storage service will be provided in the Athletes’ Village outside the Arena Civica. Athletes must use the bags provided by the event organiser and label them with the sticker included in the bag containing their bib. The bags must only contain a change of clothes for after the race. While the bags will be collected and returned with the utmost care and attention, the event organiser will accept no responsibility for any missing, lost and/or stolen items.

MEDICAL ASSISTANCE
The event organiser will work in partnership with the local services to provide medical assistance at the start, the finish and along the route.

TIMING SERVICE
The timing service will be provided by the Federazione Italiana Cronometristi. TDS Timing Data Service will process the times and draw up the rankings using the chips provided, which must be utilized in accordance with the enclosed instructions. There will be splits at 5 Km, 10 Km and 15 Km. Additional checks may also be made to ensure that the rankings are drawn up correctly.

PACEMAKERS
The event organiser will provide groups of pacemakers who will run the half marathon at a steady pace to help participants to reach the finish line in their desired time.

TIME LIMITS
The maximum race time is 3 hours. Two gates will be set up: one at 10 km for athletes who do not pass within 1 hour 30 minutes and one at 15 km for athletes who do not pass within 2 hours 15 minutes. All of the athletes who arrive after these times will be asked to stop by the staff. All runners who finish within the maximum time limit will be given a medal at the finish.

RESULTS AND PLACINGS
The rankings for the first 30 men and the first 15 women will be based on their Official Times. Any complaints must be made in accordance with the procedure described in the “COMPLAINTS” section below. All of the other rankings will be based on Real Time (the time taken between the start point to the finish line). Requests for any alterations and/or additions to the Real Time rankings must be made by midnight on 27 March 2017 by sending an email to info@tds-live.com. After that date, the results will be final. The rankings for the race will be published in the “Results” section of the TDS Time Data Service website.

PRIZES
Straight after the finish, prizes will be given to the first three male finishers and the first three female finishers in the 46th Stramilano Half Marathon, as well as the first male finisher and the first female finisher in the “Senior Masters” category. The first three finishers in all of the other M/F categories (“Juniors”, “Promising Talents”, “Seniors” and “Senior Masters”) will have personalized plaques sent to the addresses provided in their registration forms. Cups that are not collected and plaques that are returned to the sender (for reasons such as incorrect addresses) must be collected from the Stramilano offices within 60 days of notification being sent by the event organiser. After this time, they will no longer be available. Identical cash prizes will be awarded to the first 8 men and the first 8 women in the overall rankings (based on their Official Times) as well as the first 6 Italian men and the first 6 Italian women (the Italian prize fund amounts to 25% of the total prize fund). Time bonuses will also be awarded.

TIME BONUSES
1) Time Bonus 1
is only applicable for the top 3 finishers.
a) Time under 62 minutes for the first male finisher = a bonus of € 500,00. Time under 62 minutes for second and third male finisher = € 300,00.
b) Time under 71 minutes for the first female finisher = a bonus of € 500,00. Time under 71 minutes for second and third female finisher = € 300,00

2) Time Bonus 2 is valid for everybody, both male and female finishers.

MEN: Time: under 60:00 Amount: € 1.500.00 – Time: under 59:30 Amount: € 2.000.00 – Time: under 59:00 Amount: € 2.500.00 – Time: under 58:30 Amount: € 5.000.00

WOMEN:

3) Time Bonus 3 is valid for everybody, both male and female finishers.
Stramilano Time Bonuses
All male athletes who complete the 2017 Stramilano Half Marathon in under 1 hour and 7 minutes and female athletes who finish in under 1 hour and 15 minutes will be given a time bonus of €150.00.

Combining prizes
The prizes for the male and female general and Italian rankings, as well as the time bonuses, can be combined. The Stramilano Time Bonus cannot be combined with any other monetary prize.

Eligibility for monetary prizes
Athletes who have a FIDAL Runcard cannot receive monetary prizes (including time bonuses) or refunds.

Payment of prizes
The amounts awarded for the prizes and bonuses are subject to deductions under the Italian tax system.
The money will be paid within 90 days of the results being announced for the anti-doping drug tests.

COMPLAINTS
Any complaints about the Official Time rankings for the first 30 men and the first 15 women must be made within 30 minutes of the official rankings being displayed at the Timing and Race Officials tent next to the finishing line. A verbal complaint must initially be made to the Finishing Official and it must be followed up by a written complaint to the Appeals Official. Written complaints must be accompanied by payment of € 100.00, which will be returned if the appeal is upheld. The Race Officials may disqualify athletes who do not pass through the tracking points along the course.

CHECKS
Federation membership card checks and athlete identity checks (FIDAL rules for 2017). The checks will be carried out in accordance with Articles 8 and 9 of the general regulations.

IMAGE RIGHTS
By registering for the 46th Stramilano Half Marathon, athletes expressly award the event organiser (and the legal persons with which it has professional and commercial ties for the recording of images of the event) the right to use any still or moving pictures taken during the Stramilano Half Marathon in which they may appear. The right to use the pictures is awarded free of charge and the pictures may be utilized on any visual media and in promotional and/or advertising materials that are made and circulated all over the world, for the maximum time permitted by the laws, regulations and agreements in force, including any extensions that may be made to the established period.

LIABILITY AND PERSONAL DATA PROTECTION
By registering for the 46th Stramilano Half Marathon, athletes accept and state that they are fully aware of these regulations. Furthermore, they hold the organisers free from all civil and criminal liability for harm to persons and/or things caused directly or indirectly by the athletes themselves. Participating athletes must comply with the Italian Highway Code. Pursuant to Italian Legislative Decree no. 196 of 30/06/2003, before registering athletes must read the personal data protection information provided on the website www.stramilano.it and give their consent for their personal data to be processed using the methods described. The data supplied will be processed in accordance with the rules set out by Italian Legislative Decree no. 196 of 30/06/2003 and used exclusively for the purposes described on the website www.stramilano.it.

CHANGES
The event organiser reserves the right to change these regulations at any time (after notifying the FIDAL Regional Committee for Lombardy) in order to improve the organization of the event or comply with alterations to FIDAL regulations. The altered regulations will be published on the official website for the event (www.stramilano.it) and will fully replace the previous version.

CANCELLATION
If the race is cancelled and/or does not go ahead for reasons beyond the control of the organisers and/or despite their wishes (including if the relevant public authorities retract their authorisation for whatever reason), registered participants will have no right to make any claims against Atletica Stramilano ASD or other joint organisers and no right to reimbursements for any past or current expenses. By signing a registration application, they waive the right to compensation and/or damages and/or any claims for indemnification and/or settlement for any past or current financial loss.

FINAL REMARKS
For any matters not covered by these regulations, the International Technical Regulations and the technical and statutory rules of the IAAF, FIDAL and the Race Officials shall apply.
